Strengthening local government’s capabilities for cooperation with community, 2009-2010
The project’s aim was to strengthen local governments’ capabilities needed for successful and effective cooperation with local communities and NGOs.
Chiefs of Local Authorities of problematic municipalities lack knowledge and skills on how to attract community, encourage initiative residents and non-governmental organizations to work together, participate in local policy implementation. There is also a lack of capacity to successful communication with potential domestic and foreign investors. Moreover, lack of community confidence on the chiefs of local authorities and their administrations burdens the solution of the most sensitive population problems. The cause of chiefs’ and their administrations’ stress at work is the lack of ability to communicate with demanding members of the society.
The direct beneficiaries of this sub-project were the chiefs and their deputies of 86 Seniunijas of Druskininkai, Jurbarkas, Rokiskis Salcininkai, Svencionys, Pasvalys, Joniskis and Lazdijai municipalities. Seniunijas is Lithuanian structural and territorial elements of Local Authorities’ administrations and also are called as branches. When the sub-project is implemented the participants’ skills to solve the most pressing community problems will be upgraded. Indirect beneficiaries are all residents of these municipalities who need the assistance of Seniunija. The number of indirect beneficiaries is around 260,000 residents of participating municipalities.
The goal of sub-project activities was to strengthen local government’s capacity needed for successful and effective cooperation with local communities, potential partners and non-governmental organizations in order to speed up social, economic and cultural development of the problematic municipalities.
The representation and community capacity building training, the skill trainings for the elders as for the head and community leaders, trainings on participation in local development and activity planning the capacity on planning skills, seniunija activities in the legal environment training will be carried out.
During the sub-project trainings for representation and community capacity building, trainings for education of abilities of chief as head and leader of community, trainings on participation in local development planning and strengthening skills in activity planning, trainings for legal environment of Seniunijas activity were held.
