Strengthening the competence of civil servants of Lithuania’s municipalities to develop and implement youth policy efficiently, 2010
Aim of the implemented sub-project – to strengthen staff capacity to effectively develop and implement a youth policy of 40 Lithuanian municipals.
Sub-project was used for solving a problem. Municipal administration officials, who administer programs and services, relevant to young people, lack of knowledge about the youth policy framework, they lack skills to effectively develop and implement a youth policy. Meanwhile, local youth coordinators who are responsible for youth policy implementation at the local level, lack of coordination skills.
Direct beneficiaries of this sub-project were local officials and employees, administering municipal services and facilities for young people (education, culture, sports, health and social care, community activities, etc..) as well as coordinators of youth issues in municipalities. There were 200 local government officials or employees participating in this subproject. Indirect beneficiaries of the sub-project – young people, who will receive higher quality public services and more effective solving of relevant problems on municipal level.
Due to sub – project implementation, qualification of the participants were raised, they were provided with knowledge about modern youth policies and their effective implementation, as well as improved capacity to coordinate local actions in the implementation of youth-oriented measures and services.
Sub-project activities aimed at systemic, not a single change in the municipalities of Lithuania, accordingly large-scale training was organized on subjects defined by reference to recommendations of the local government officials and youth policy implementers of various hierarchy levels, i. e. “Municipal youth policy framework” and “efficient co-ordination of public services and measures for young people.” At the end of the training in Vilnius was held the final conference during which the participants adopted the resolution.
